How do I repair badly flaking flagstone pool patio?

I have an inground pool in my backyard with a flagstone patio which surrounds it, a few areas of the stone are badly flaking. Is there anything that I can apply over top the stone so it stops falling apart… I swept it a few days ago and just having my dog run over top of it, makes it start completely falling apart… Is there a thick clear coat sealant that can be applied over top of it?
