"The Sun was worshipped as a personified, life-giving deity in Babylonian, Egyptian, Greek, Roman, and other major civilizations of history. For a culture who viewed the Sun as a god, it was not a far next step to feature their god with a face, such as the common symbol face in the center of the sun’s rays."

The Moon also has many deities associated with it – both male and female – so the reasoning is pretty much the same. The Sun and Moon themselves aren’t being worshipped, but the deities associated with them.
This is just how they originated though. One doesn’t have to have any current beliefs in these deities to use these symbols.
