I think that this will only be resolved if you take yours down.
Your neighbor will complain about the noise but see that it is not your chimes.
You should also inform your downstairs neighbor and management that you are taking them down, as a good neighbor.
As much as I like their sound, I can see how they can be annoying to someone.
You can still enjoy your next door neighbors.
Give management your side of the story. They can’t be so unreasonable that they wouldn’t listen to a paying tenant.
Maybe take yours down for a time , then I would hope management and neighbors get the
message as to what is really going on……..Ok….Mel…………………………..

I would take them down for at least a month. Then when the neighbor complains, you can tell them it’s not yours.
My mother lives in a subsidized complex and one of the many rules is that you cannot have wind chimes.
