Your neighbor will complain about the noise but see that it is not your chimes. You should also inform your downstairs neighbor and management that you are taking them down, as a good neighbor. Then when the neighbor complains, you can tell them it's not yours. My mother lives in a subsidized complex and one of the many rules is that you cannot have wind chimes.
