Churches had bells to call everyone to worship. It was also used to alert people that other people needed to know as it was the center of the community.
Since Zakkai taught Jews how to celebrate the Passover as Gentile subjects, Judaism has not fulfilled the same role as when they were to be a nation of priests.
Only those who are intended to be a light to the nations would have a bell / chimes.
